Well, do you need a feedback? :-) I have the same problem on my home machine (Pentium 133). I have only a master CD-ROM on wdc1, and I think it is jumpered correctly. The ratio found/not found was about 1:8; when I put IDE_DELAY=22000, the ratio became 1:4, just like in the original report. So it's still there, in 3.2-stable (as of June, 14th or so).
