It appears this is a known issue: https://github.com/brianmario/bzip2-ruby/issues/19 and the issue thread suggests this fork fixes the problem: https://github.com/chewi/bzip2-ruby The most recent commit (https://github.com/chewi/bzip2-ruby/commit/92d492c2b40c32a5c039314666655ebc2f52a817#diff-d41d8cd98f00b204e9800998ecf8427e) claims to fix it so that it will build with Rubinius; Ruby 2.0; Ruby 2.1; etc. Note, the port builds fine on Ruby 1.9. I've attached a poudriere build log showing the build failure with the current port when building on a RELENG_9_3 jail with "ruby=2.1" as part of DEFAULT_VERSIONS.
