Add the following lines to the ports makefile.

After statement WITH_ARCHIVE
.if defined(WITH_CSV)
 CONFIGURE_ARGS+=--with-csv-storage-engine
.endif


And later in the file again after echo statement WITH_ARCHIVE=yes.
