If you only want to use name-services, you need to setup /etc/resolv.conf and /etc/host.conf with correct values. The name resolution happens in the C-library without any daemon on the local machine. If you really want to setup a name-server you need to do many things. Start for that is to read the manual page of "named" and read that and also look at the SEE ALSO hints.
