install cvsup from the ports,

then change the file in /usr/share/examples/cvsup/

ie..

<stable cvsup snip>

*default host=cvsup.<Country>.FreeBSD.org
*default base=/usr
*default prefix=/usr

*default release=cvs tag=RELENG_4
#*default delete use-rel-suffix
*default compress

</stable cvsup snip>

With this the /usr/src files should be upgraded,

personally i use the standard files

*default host=cvsup.<Country>.FreeBSD.org
*default base=/usr
*default prefix=/usr
*default release=cvs tag=RELENG_4_9
*default delete use-rel-suffix
*default compress

Sigh. I was afraid of that. What exactly should I put in the supfile? Is
there a standard template for upgrading to STABLE? The only time I ever
cvsup-ed, things went really wrong.
