If we do this, we need to say "(Not supported by any base system
utilities.)" next to each unsupported option.  Otherwise you get users
that are confused about login.conf not working as expected on their
systems.

There's also the problem that third-party software can add extentions
that will always be undocumented by the base-system manual.  I'm not
sure how you'd propose we handle that one.  What David was trying to
do was shift the burden of documentation on to third-party software.

I was a bit concerned that this change would be contentious and asked
David to take the extra step of getting this reviewed by -doc.
