Workaround: rebuild ${CHROOT}/usr/bin/crunchgen, and try again.

Possible real-fix: define bootstrap-tools-for-make-release, build them
in the early stage of"make doRELEASE," and use them instead of the
ones which are installed under ${CHROOT]/bin or others.
