Actually, POWER is actively develeped.

There is POWER9 (released in 2017) and POWER10 is coming in next year. Ther=
e is a renewed interest in POWER platform with Raptor's boards that people =
use for desktops.

There are also plans for POWER10-based laptop, so POWER is far from being d=
ead.
