Well, if with "these documents", you mean all the files in
/usr/share/doc, then you could be right.  Certainly the existing
documentation needs it.

Note also, though, that the man pages need *roff to process them.
Currently, that's *very* tied in with groff.  Theoretically we could
now import the old [nt]roff from 4.4BSD, but I don't think that's a
good idea.  It's a lot more primitive than groff, and the macros we
use wouldn't work under it.
