Two possibilities come to mind.
Either you are running ntpd with the -x flag, which will make it only
slew the time and not step it.

The other possibility is that you running at securelevel 2 or higher
which will prevent the time being adjusted by more than 1 second at a
time. (But if this is the case you should see some mention of it in the
logs.)
