This is incorrect. Please see RFC 2317 [Classless IN-ADDR.ARPA delegation]
on how to delegate /25 or smaller subnets. You still need your upstream
provider to do some "frigs" as per this rfc but it can be done. Then you
can reverse delegate from your NS for the space allocation.
