not via sysctl, via ifconfig:
# enable interface polling
/sbin/ifconfig em0 polling
/sbin/ifconfig em1 polling
/sbin/ifconfig em2 polling
/sbin/ifconfig em3 polling

(and via /etc/rc.local also across reboots)
