 * Yes, I noticed.  I don't like to USE_BZIP2, however, because it adds
 * another dependency.

Don't worry about that.  Depedencies (especially build dependencies,
since they won't be pulled into a package) that are used by many other
ports are well worth including.

 * For such cases, it would be nice to have something such as BZIP2_OK
 * for use in port Makefiles, and HAVE_BZIP2 that can be put in
 * /etc/make.conf or (the lately proposed) ports.conf.
