Er, yeah. all the "decision making" is best farmed out to the appropriate
app, where possible. I am not suggesting src/sbin/Makefile, but the
makefile for the app itself.

With a little effort, it should be possible to clean up release/Makefile
quite a bit (and speed it up...).
