   It means that you're running an old version of FreeBSD. The message is
generated by the kernel and it indicates that you don't have enough mbuf
clusters configured and the kernel has run out because of it. You can
increase the number of mbuf clusters with 

options "NMBCLUSTERS=<n>"

   ...where <n> is a number in the 1000-4000 range (try 2000). The message
was changed to tell people to increase "maxusers", as this will also increase
the number of mbuf clusters.
