I guess, that he would have contacted them, before making local changes, in order to have them included these. If there is already some clear statement, it would help to base a new discussion on this. The List of local changes (although maybe a bit outdated) can be found in /usr/src/contrib/cvs/FREEBSD-upgrade. I will also ask the OpenBSD and NetBSD folks about their local changes, then I'm going to contact the CVS developers.
