You should invoke MAKEDEV exactly as I showed above.

Those commands will create ptyXY where X is one of pqrsPQRS
and Y is one of 0123456789abcdefghijklmnopqrstuv
All in all 8 sets of 32 ptys each for a total of 256 ptys.
