Wrong. The process would be something like:

cd /usr/src
make buildworld
make buildkernel KERNCONF=<kernel-config-name-or-GENERIC>
mount /dev/<new-hd> /mnt/point
make installkernel
make installworld DESTDIR=/mnt/point
mergemaster
reboot
