I can't find a relevant manual page – sorry – but I'm aware of the 
fontconfig directories in some users' home directories.

% du -hs ~/.cache/fontconfig
2.8M    /home/grahamperrin/.cache/fontconfig
% sudo du -hs /root/.cache/fontconfig
grahamperrin's password:
du: /root/.cache/fontconfig: No such file or directory
% pkg info -x fontconfig mesa
fontconfig-2.13.93,1
linux-c7-fontconfig-2.13.0
mesa-dri-20.2.3_1
mesa-libs-20.2.3
% man fontconfig
No manual entry for fontconfig
%
