IMHO one of these things should happen:

1. As Kris says, just move it to net/ and delete the category.

2. Move picobsd/ to meta/ and make that the home for meta-ports,
such as things like docproj and instant-workstation, that do not
in and of themselves install any particular software, and instead
specify a set of other ports to install. (NetBSD has this as a
way to tell users, "start here"). I would volunteer to do work
on proposing and working the repocopies.

I have a slight preference for the latter (otherwise I wouldn't
have entered the keystrokes) but in either case IMHO it's silly to
have it the way it is.
