I'm not sure if he (ntp upstream is maintained by one person) would or 
would not do that. Configure scripts are usually auto-generated.

Please be aware that FreeBSD-9 with its GCC 4.2 compiler will EOL at the 
end of this month. There is a fair bit of code out there today that fails 
to build on older compilers. MIT KRB5 1.15 is another example of this.
