Configured by /stand/sysinstall. Assuming you do actually have a working PS/2 mouse. When you move the mouse, does a mouse cursor appear when logged in to a local console? Is moused actually running? (ps -ax | grep moused) Also verify that /dev/psm0 exists (ls -l /dev/psm0).
