I finally found pcap-int.h in /usr/src/contrib/libpcap, and nowhere else. I don't know if maybe it would have been installed somewhere underneath /usr/include had the make buildworld completed, because it didn't complete. That contrib path isn't in the include path for pppd (in the makefile). I don't know enough about pppd to fix this, but I hope this is a good start for whoever was working on it. BTW, this couldn't have anything to do with the cvs -dP args, because I'm careful never to do anything else to my source tree.
