Hi,

	Could you review this small change on committer's handbook?
I changed the text on how to request a repo copy for the ports repo.
The new text reflects reality. :)
	Portmgr@ has already reviewed it but I wanted to get further
text review and doc@ is the exact right place for it. heheh
