We are tryiing to serve wide variety of users, and this change helps
serial console users dramatically.  You might think there aren't too
many of them.  But presently, all blind users need to use serial
console, at least for the installation.

If you use the boot floppy that often, you can simply adjust the
content of the floppy to your taste.  Or, you can change the wiring
and disable the PC speaker.
