For ext3 and reiser, ports/sysutils/e2fsprogs and ports/sysutils/progsreiserfs.

For xfs, I am guessing that one or both of ports/sysutils/xfsprogs and
ports/sysutils/xfsm may be applicable.  The only thing I find matching
ports/*/*[Jj]*[Ff][Ss]* is ports/net/jcifs; no idea if this is in any
way related to what you want.
