Thank you for your help.  -nat on the call isp side and gateway_enabled=yes
in rc.conf got things working.

I don't think you'll have much luck getting to the Internet from
win98 until you FBSD box can ping it.  Not sure why you can't
with an interface that is up.  Do a netstat -rn to see what
the routing table really is.

Make sure you have packet forwarding enabled.  In rc.conf
gateway_enable="YES"

You need to run -nat on the ppp going to the ISP.
