The alternative boot manager is osbsbeta; there's an older version too.
It's in the tools directory and can also be installed from dos.

My understanding is that splash screens are not a function of the boot
manager, and should work with any boot manager.

If you get docs-all and look at some of the Makefiles, you'll see
the list.  I'm not sure exactly how you'd cvsup one language; you
might see what happens with docs-en (English).
