No.  It has absolutely nothing to do with the OS.  It's a feature of
XFree86, a platform-independent display system.

Take a look at http://www.plig.org/xwinman/ for a start.  Anything you
find there, you'll be able to use on FreeBSD.  Chances are that
anything you find elsewhere will also work.
