Sorry, I misread the vmstat output you posted - there is another problem that has been seen a bit recently where the allocations of FFS inodes reach the malloc limit, causing everything to get stuck waiting to malloc inodes. Switching to the zone allocator would help in that case, but the problem you are experiencing is different.
