Which version of PCBSD is it?

I flipped the default power save state in freebsd-head to be the
lowest supported by the CPU and all the more recent CPUs will idle at
a much lower power level.

You could try putting these into /etc/rc.conf if they aren't already there:

performance_cx_lowest=3D"Cmax"
economy_cx_lowest=3D"Cmax"

.. and disable powerd.

Would you be willing to conduct the power test without the GPUs
installed? There may be something missing in FreeBSD and they may not
be clocking down when idle.
