 So run 'pkgdb -F' like it said.
 
 Perhaps you should have set WITHOUT_WEB for the portupgrade of  
 textproc/fop as well?  This is not a problem with portupgrade, BTW.   
 The same thing would have happened if you had installed fop with a  
 'make install'.
