Nope, just tried it, and it works as expected.

Again, I have this working out-of-the-box.

I wonder if perhaps you have a permissions problem in your ~/.gnome or
~/.galeon directories.  Also, what version of GConf do you have
installed?  What are the permissions on ~/.gconf (and below)?  I think a
few recursive chowns might fix things up for you.
