I think the point was that there is no access to the console to use single-user mode, because of colocation or some similar circumstance. However, since remote rebooting is an option, Nuno's proposal is a viable option for colocated hosts to enable softupdates. I can't think of anything better, except for maybe somehow supporting network consoles.
