Perhaps you have enabled ipf in an "unexpected" place.  Try looking 
around at the /etc and /usr/local/etc/rc.d directories.

 	# cd /etc
 	# grep -i ipf rc.conf defaults/rc.conf

I'd try this for a start, and move on to other system configuration 
files if that didn't provide any hints.
