OK,

At the suggestion of Brian, I turned on TCP/IP logging with PPP and here is
some of the output of the log.

It looks to me that I can only recieve TCP traffic.  UDP and ICMP seem to be
getting blocked on the way in somewhere.

Communication there looks ok but the connection is very sluggish compared to
what I get from windows on  the same machine/same ISP.  You can see the TCP
traffic going in and outbound.

The IP adddress of my DNS is correct.  The request times out, nowhere do I
see anything incoming from 206.107.119.4 and for that matter I do ot see ANY
inbound UDP packets in the entire logfile.  That is kind of interesting....

I try ping 151.141.27.40.  I can ftp there I should be able to ping it.
Ping gives no response, the log shows

Apr  8 20:14:11 vertex last message repeated 15 times

Also nowhere in the log do I see inbound ICMP packets.  VERY
interesting......

All suggestions are welcomed.  This seems to be getting stranger to me.....
