	hmmm.....i am surprised.  i use arp -f with FreeBSD 1.1.5.1 
perhaps your configuration needs to be modified?

here is what i do:

the last line my copy of /etc/netstart is: arp -f /etc/proxy.arp

/etc/proxy.arp contains:
slip-line-1     0:80:d4:0:3c:e4 pub
slip-line-2     0:80:d4:0:3c:e4 pub
slip-line-3     0:80:d4:0:3c:e4 pub
slip-line-4     0:80:d4:0:3c:e4 pub
slip-line-5     0:80:d4:0:3c:e4 pub
slip-line-6     0:80:d4:0:3c:e4 pub
slip-line-7     0:80:d4:0:3c:e4 pub
slip-line-8     0:80:d4:0:3c:e4 pub


and arp -a shows:
slip-line-7.Atinc.COM (198.138.38.207) at 0:80:d4:0:3c:e4 permanent published
slip-line-2.Atinc.COM (198.138.38.202) at 0:80:d4:0:3c:e4 permanent published
slip-line-5.Atinc.COM (198.138.38.205) at 0:80:d4:0:3c:e4 permanent published
among others
