well, from what i remember from the school history class, *officially*
USSR was formed on December 30, 1922 :) that's the date when first
USSR constitution was accepted and signed :) before that it was called
Russian SFSR. so, IMO, the original line was correct.

just my 0.02 Soviet ruble :)
