For X-only stuff, ${X11BASE} is fine of course.  For stuff that has
both X and non-X versions (or the same binary that runs in text mode
when DISPLAY is not set), ${LOCALBASE} it is.

Of course, as Chuck said, some applications that use imake won't give
you a choice.
