First off, PLEASE do not send messages like this to every single
mailing list when one obvious one, "questions", will do just as well!
If you're trying to be utterly ignored by an irate FreeBSD populace,
you're doing it the right way!

You could say "man ttys" and get much of this information, but the
following line will do it:

ttyd1   "/usr/libexec/getty std.9600"   unknown on secure

Assuming you have some DOS comms program, sure.

It depends on what you're trying to do - do you want to provide lots
of lines coming in, or what?  There are different needs for different
types of service.

There is a good web page for this but unfortunately I don't seem to
have the URL in my hotlist.  Perhaps someone else will remember and
can tell you where it is.
