This seems like a misguided decision.
Why impose technological restrictions overbroadly
in order to impose good manners policy on a few
naive users and miscreants.
It's like banning all use of airplanes in order to
stop cocaine from being delivered from Colombia to
Miami.
Wrong solution. Overbroad. Ineffective.

  | I beleive the author purposely left this out of vic. It
would sometimes
  | get annoying to see people transmitting their screens over
the mbone
  | at 128kbps (or at a higher rate) and leave for the day :-(.
