fdimage.exe is not a program that's provided by Microsoft. It's provided by
The FreeBSD Project on your FreeBSD CD in the tools directory. If it aint
there for some reason you can download it from
ftp://ftp.freebsd.org/pub/FreeBSD/tools/fdimage.exe

Probably you did not know that there are instructions available on
http://www.freebsd.org/handbook/install-pre.html#INSTALL-FLOPPIES
