At present, committers have to do their detective work, argue the
case, and then act as judge (in a manner of speaking).

I like a trial by jury approach: no individual is forced to deal
with any given PR; but there is a default result and a timeout.  So
there's collective responsibility for ensuring that Bad Things Don't
Happen.

I think even an incorrect proposal can be a useful step towards
resolving a PR: it breaks the ice and frees up the log jams.

So the swat team member needs responsibility and commonsense more
than in-depth knowledge.  The role could be sort of like a public
prosecutor.  (No-one likes courts or lawyers, but they do resolve
insoluable problems on a daily basis, and mostly keep the peace.)

I guess I'm saying, if you can't fill the post, change the job
just enough so you can fill it. :-)
