"google4" is the new version of Safe Browsing. That 400 you are seeing
is what happens when there is no valid API key.

Note that while "google" is still available today, it won't be forever.
Google is planning to turn off the old servers next year.

It doesn't. If the API key is present, it should just work. If it
doesn't, that's a bug.

It should be visible somewhere on https://console.developers.google.com/.
