No we don't use customized states.  In fact the version of
GNATS that we are using doesn't support this feature very
well.  I suppose now would be as good a time as any to bring
our version back up to speed.  Any objections to letting me
upgrade GNATS on freefall?  One of the bigger problems is
that the index of PRs triples in size, so anybody mirroring/
CVSup'ing the GNATS database will see another ~1MB of data.
