	You should be using fdimage instead, it's a better tool.

	The freebsd boot images require every bit of space on the floppy,
including some space that DOS doesn't use. This message is telling you
that your diskette has a bad sector, and therefore is not usable for the
boot image. 

	Can you suggest a better wording for this error message that would
make it more clear? Also, if I recall correctly this is one area where
fdimage is superior (better error messages) so perhaps try using that tool
with the same disk and let us know what happens?
