if you run 'make config' as an unprivileged on a port with SINGLE or MULTI options and fail in their requirements you get a prompt to re-edit. If you select 'yes' it prompts you for the root password again.  
I would expect that the sanity check be done when make still has root privileges to avoid this extra prompt.
