I looked in the graphics wiki page, and there was mention of WITH_GALLIUM but without being clear what graphics cards/chips it was for.

My understanding is that it's for AMD Radeon and not for Intel.

Is there any harm in putting WITH_GALLIUM= in /etc/make.conf with an Intel chip?

One might be preparing an installation for a removable medium such as USB drive, SD card or live CD, or for general-purpose installation, just as a Linux distro will have drivers for many more hardware items than any one computer will be able to use.
