It's probably not a bug, but it might not be a misconfiguration
either. The timestamp in a syslog entry, depending on how it was
delivered, can be provided by the sending application. If your
application is sending UTC timestamps or a remote machine sending
syslog messages since the whole box is running on UTC, you'll see UTC
in your logs regardless of the timezone syslogd(8) is running in.
