I've noticed something similar with XFree 3.1.2/3.2.0 on 2.1.{0/5/6}.
When I use xdm, if I try to switch to vty0 before xdm displays its login
window then I'll be locked into X just like you describe. I don't know
of any fix other than rebooting either.
